The Observatory downgraded a black rainstorm warning all the way down to amber on Wednesday afternoon, but serious flooding continued to afflict parts of Hong Kong.
The downpours, brought by the northeast monsoon, could cause “serious road flooding and traffic congestion,” the Observatory said.
The amber rainstorm signal means heavy rain has fallen or is expected to fall generally over Hong Kong, exceeding 30mm in an hour.
