A small-scale developer, who owns more than 90 per cent of Tai Po’s Sha Lo Tung valley, claims he may have no choice but to sell his landholdings after spending 37 years trying to develop them.
Joseph Fong Tsung-hang said the government, with which he has been in a public-private partnership (PPP) since 2004, had failed to uphold its end of the deal to help conserve the land.
